I am a bit confused, does each college use the above Linker URL or go to Linker Codes and use the EZProxy URL for our college? It has been quite a while since I have done this. Does the student have to create an account, use it as guest, or use this at the college and not offsite?

If the linker is working correctly, it will go to proxy when necessary, and bypass it if not. I believe that this resource redirects after authenticating, so you may not see the proxy info in the URL. Does this seem to be working? Looks like Social Explorer does try to make everyone create an individual account, but I don't think it's mandatory...I was able to access the resource, even though it was still prompting me to create an account.
