Contract signature authority - tcassidy - 10-21-2019

Dear Colleagues,
I recently met with Lance Billard, VCCS Program Director for Shared Services Implementation, to discuss some purchasing and contract questions and he asked me to reiterate these key points to all:
  • For any instance where the VCCS (Colleges, SO, or SSC) are acquiring goods or services in exchange for value (usually money), the contracts or agreements must be reviewed, approved, and signed by the Shared Services Center.
  • There may be an approval process at the Colleges ahead of sending these contracts/agreements to the SSC, but the SSC are the only ones who can sign the contracts. They will be reviewing the contracts for appropriate legal verbiage and binding terms.
For help with any questions on these processes, contact the Procurement team at the SSC by emailing contracts@ssc.vccs.edu or calling the SSC Help Center 877-340-5577.

Many thanks for your understanding,
Tara

Tara:

Does that mean that we can't even sign a usage agreement that only specifies non-legal, library related details? Things like, educational use only, must have a way to restrict access to authorized users, etc. In the past, I've signed those types of agreements, since they don't include any of the issues on the Contract Addendum, but now it sounds like those have to go to SSC, too???

I don't know but I appreciate you asking. For the sake of clarity, could you please email me an example of this kind of document? I'll get the final answer from Lance Billard. tc

Does this apply to something like the annual EBSCO agreement?
