Dual enrollment access

We've had reports of dual-enrolled students in their high school classroom where some students are able to log in and access library databases and others get an error message.  First, we assume they are not officially enrolled yet, since that always takes longer for dual-enrolled students.  Our second thought is maybe some were returning dual-enrolled students and that's why that sub-group of students could get access while new students couldn't yet.  But, there was at least one student this week who had been dual-enrolled before but he wasn't able to get access.

I'd just like some clarification of what might be going on.  I recognize that they are enrolled later - just not sure why some can access and some can't at the same school. Thanks!
