Intermittent connection problems

Linker is down, the URLs generate an error message. The problem appears to be system-wide and primarily with linker URLs.

• Proxied direct links appear to connect as expected for Ebsco resources, but not for others.
  

• QuickSearch result links appear to connect as expected, although connections are very slow.
