I'm seeing the same thing, Susan. VIVA had a call with them a while back, and I think they were moving away from IP authentication. Looking back at my notes from that call, they listed three alternative forms of authentication. I don't know where VIVA landed with all this, or if the schools were supposed to do something to set up access. You probably need to put in a ticket. Keep us posted on the progress!

In the 3/24 VIVA email "Highlights of the March 2019 Steerring Committee Meeting, " under item 3, renewals, it said: O’Reilly for Higher Education (the new Safari Tech; a product announcement is coming)
My understanding is that the new version has no simultaneous use limits, but does require that users create their own login. It looks like the Primo links are trying to go to the new platform, even though we don't have access yet.
Susan: did you put in a ticket? I added one just now, since this is a really big deal to us.

Yes, I put in a ticket, and just had a response from Emily - "I'm working with ProQuest on this...it looks like they've partially migrated us prematurely."

The problem was resolved on 4/11 and impacted all VIVA Alma institutions. ProQuest partially migrated current Safari customers to the new O'Reilly platform, which VIVA will not implement until this summer. To restore access, Emily implemented a local solution: create static URLs for the portfolios in the collection.
